Clause 6 of ISO 45001: Planning - Setting the Stage for Health & Safety Success

Introduction

Clause 6 of ISO 45001 encompasses the crucial planning phase of implementing a Health & Safety (H&S) management system. It is a linchpin for aligning objectives and plans with the overarching H&S policy, necessitating a meticulous analysis of risks, consideration of laws, and inclusive worker participation.

Balanced Stakeholder Consideration

Objectives, formulated during this phase, must encompass the needs and expectations of both internal and external stakeholders. Employees might prioritize safety equipment, shareholders may be focused on financial returns, and neighbours may desire reduced pollution. Hence, a balanced approach considering technological, financial, operational, and strategic aspects is imperative.

Example Objectives and SMART Analysis

Objectives must be SMART – Specific, Measurable, Achievable, Relevant, and Time-bound. Here are ten objectives and their SMART analysis:

  1. Reduce Workplace Injuries by 25% within a Year:

    • Specific: Targeting a 25% reduction in injuries.

    • Measurable: Through incident reports.

    • Achievable: With enhanced safety checks and training.

    • Relevant: Directly impacts employee well-being.

    • Time-bound: One-year timeline.

  1. Implement Safety Workshops Quarterly:

    • Specific: Conducting safety workshops.

    • Measurable: Quarterly frequency.

    • Achievable: Resources allocated for workshops.

    • Relevant: Enhances safety awareness.

    • Time-bound: Every quarter.

  1. Increase Safety Equipment Budget by 15% in the Next Financial Year:

    • Specific: 15% budget increase for safety equipment.

    • Measurable: Through budget allocation.

    • Achievable: With financial planning.

    • Relevant: Addresses employee safety needs.

    • Time-bound: Next financial year.

  1. Achieve 100% Compliance with H&S Laws within Six Months:

    • Specific: Targeting 100% legal compliance.

    • Measurable: Through compliance audits.

    • Achievable: With dedicated compliance efforts.

    • Relevant: Essential for operational legality.

    • Time-bound: Six months.

  1. Reduce Noise Pollution by 30% for Neighbouring Communities in 12 Months:

    • Specific: 30% reduction in noise pollution.

    • Measurable: Through noise level monitoring.

    • Achievable: With noise reduction initiatives.

    • Relevant: Addresses community concerns.

    • Time-bound: Twelve months.

Communication and Integration

Once established, these objectives should be communicated across the organization for shared understanding and integration into daily operations. The documentation for each objective should encompass the strategic topic, actions needed, methods of achievement, required resources, KPIs, responsibilities, timescales, and risk ratios for prioritization.

Conclusion

Clause 6 of ISO 45001 is pivotal in aligning H&S management with organizational strategy, necessitating a thoughtful balance of stakeholder needs, SMART objectives, and clear communication. By meticulously planning and integrating these elements, organizations lay a strong foundation for a robust and effective H&S management system.
